Judging potential employees is very difficult, so managers look for whatever
help they can get. That is the appeal of certifications and degrees.
A certification or a degree can (if done well) guarantee a certain level of
competence. However since attitude and intelligience are much more important
than specific knowledge, the real value of certification is small. That is not
to say that there is no value.
Government-required certification is another matter. There are many pernicious
consequences of that.
