After corresponding with Gary Paveza on this issue, I believe I was
mistaken and that you can in fact use dynamic configuration to make DTC
changes even with OpenView/DTC Manager. See, I had seen this note in the
manual "Configuring Terminals, Printers, and Other Serial Devices" in
the section on using NMMGR to configure DTCs in the DTS subsystem:

"Note:
You can type "help whatsnew" at the command line of this screen for
more information on DTS dynamic configuration.  You can also refer
to chapter 4 for more information on how to make DTS configuration
changes dynamically.  Automatic DTC configuration is available for
host-based environments only."

And I interpreted this to mean that dynamic configuration was not
available for *any* DTC configuration changes when using OV/DTC Mgr.
This is not the case; it simply means that if you want to automatically
configure a new DTC (i.e. add a powered-up, already "live" DTC) based on
its current configuration, you can only do that, *in NMMGR*, for
host-based DTC management. Why? Because the *OV/DTC Mgr also has this
function built into it* for PC-based DTC management. Duh! Guess I need
to RTFM more carefully...

Sorry if I confused anyone (though I doubt any of you could be as
confused as I was on this!)
