I thought exactly as Lars did - until I actually tried it.
I discovered that the VOLSET option DOES select ONLY files that are
supposed to live on the specified set.
Demonstration follows:
:dstat all
LDEV-TYPE STATUS VOLUME (VOLUME SET - GEN)
---------- -------- --------------------------
1-C2490AM MASTER MEMBER1 (MPEXL_SYSTEM_VOLUME_SET-0)
2-C2490A- MASTER MEMBER1 (USER01-0)

As you can see, the attempt to restore files that reside on the system
volume set to the user01 volume set fails with the above error messages.
I can similarily demonstrate that:
:restore *t;@[log in to unmask]@;......;create;volset=user1
will only restore the appropriate files to their appropriate volume set.
Clearly there will be lots of error messages. However, if one does not know
exactly which groups/accounts belong to a specified volume set, this option
is a workable one.
