Oracle gateway prob.

We are using the oracle gateway (4.0.1) on a mpe/iX 5.5 express 4
and are experiencing the following problem.
On the users end the error ORA-12500: TNS:listener failed to start
a dedicated server process.  On my end the gateway and listener are
up and running. I cannot pin point where the problem is.
Has anyone had this problem?  and how did you overcome it permantely?
