We routinely do our SLTs with users on-line using a job stream.  Here is
an example:

!JOB SLTTAPE,MANAGER.SYS;PRI=ES;INPRI=1
!COMMENT ******************************************
!COMMENT *THIS JOB WILL CREATE A SYSTEM LOAD TAPE *
!COMMENT *WITH EDITOR.PUB.SYS STORED AT THE END   *
