There are various contributed utilities that others can address better
than I; I am currently persuing using FCOPY for this, and have an open
call with HPRC. I understand that Orbit has an offering in this area as
well.

There is an unsupported TELESUP utility called STORCOPY. AFAIK, it is
only available from HPRC. Here is some of its help file, ellided for
relevance:

STORCOPY C.00.04  Help Facility

 This program can be used to copy STORE, SYSDUMP, and DBSTORE
 tapes. It can copy between two tape drives, if present, or
 from tape to disc and back. In this way it is possible to
 duplicate a tape on systems with a single tape drive.

 Special handling of the STORE tape format allows multiple
 reel tape sets to be properly copied. You may copy from
 multiple reels and/or to multiple reels as necessary.

 You may copy from
   TAPE to TAPE
   TAPE to DISC
   DISC to TAPE
   DISC to DISC (best for CUSTOM and MERGE funcitons)

 You can copy tapes other than STORE, SYSDUMP and DBSTORE
 formats if they are terminated by a double end of file
 mark. In this case multiple reel input and output is not
 allowed. A double end of file mark at the beginning of a
 tape will not be considered to be end of tape.

 If copying a STORE type tape from 6250 BPI to 1600 BPI
 or Cartridge Tape (9140 or 9144) then
 the tape block size will automatically be reduced to the
 max allowed on these devices (4096 words, or 8192 bytes)
 When copying from 1600 to 6250 BPI the tape block sizes are
 not altered since 4096 word records at 6250 BPI are allowed.

 STORE copies may start on any reel but then will continue
 until the end of the tape set.

 A new feature of this version allows DAT tapes to be copied.
 Also NMSTORE tapes may be copied as well and VERIFY'd.
 This is a limited ability and in the present version cannot
 copy tapes with a block size larger than 8192.
 However for NMSTORE tapes the MERGE and CUSTOM functions
 are not implemented.

 The FUNCTIONS provided by this program are:

 COPY   - Make a copy of a tape set or disc file
          (Limited ability for NM tapes, see extensive help)
 VERIFY - Compare one tape set against another (or disc)
 BOTH   - Performs a COPY followed imediately by a VERIFY
 CUSTOM - Allows customization of STORE tapes during COPY
 MERGE  - Combines two STORE tapes into a third
          (CUSTOM and MERGE are not available for NM tapes)
 HELP   - Gives help on running the program
 EXIT   - Terminates the program
