It's easy:

put fromfile tofile;rec=-38,,f,ascii (assuming you want an ASCII
transfer)

for example:

put infile1 outfile1;rec=-38,,f,ascii

will create outfile1 as an ASCII file with 38 bytes per record.  The
specification after the "tofile" parameter is an HP-3000 extension to
the ftp standard and is specified just like the parameters of a :FILE
equation.
