These new fields can be used to specify the 'default' data type and field
type for the new form. So if you were to design a form that had a large
number of date fields and there was processing associated with each field
then you could specify a field type of 'P' and a datatype of 'MDY',
otherwise the field type would be 'O'(I think) and the datatype 'CHAR'.
Existing forms would display 'garbage' characters in those fields.

A--Repeat, appending
R--Repeat, overlaying

C--Clear before Next Form
A--Append Next Form
F--Freeze, then append Next Form
Function Key Label [ ]
Y--Define form level function key labels.
Reproduced from [ ] (opt)
Comments [ SPC ACCOUNT SELECTION SCREEN ]
and on my 5.5 system I have formspec B.06.07 which shows the form screen
like this
FORMSPEC/V B.06.07 Form Menu FORMS FILE:
MMSFORM.PUB.MMHP
Form Name [ACCTSELECT ]
Repeat Option [N]
N--No repeat

The difference being 2 new fields at the bottom: Field Type, Data Type.
