The ability to read S-T-D archives is in FOS.  Today you cannot create
S-T-D packages in FOS, but there is a chance that CSY will re-consider this.

All MPE patches in 6.0 and beyond will use S-T-D format.  Jazz will likely
use S-T-D and tar.  tar on 5.5 (less than exp 3) has a bug where an
80 byte ascii record file (where all 80 bytes are used) drops the last
byte.  This is fixed in 5.5 exp3 and later.
