This is, indeed, an unfortunate side effect of OP capability; however,

ESPUL, a spooler management product, will allow you to assign OP-like
capability to selected users to allow system-wide spoolfile manipulation
without having to give them true MPE OP capability.

This works extremely well for us on our systems.
