HIPRI will override more than just LIMIT n,0. For example, when free space
is low, new sessions cannot log on whatever the limit unless HIPRI is used.
It's the programmers who are savvy enough to use HIPRI when the system or
System Manager wants to inhibit new logons.

OP is frequently dispensed so that users may manipulate spool files, with
the HIPRI side effect. HP should separate these two ends into separate
capabilities.
