If you have NT 4.0, either the base OS, or the resource kit comes with a
text based vi - to use from the command prompt.  I found a copy of a GUI
version of vi for 95/NT out on the net somewhere, but just deleted it.  It
was called Lemmy for Win95/NT v2.0, and it was shareware - $20, with a 30
day trial period... Don't remember where I found it from, but a quick
altavista search for Lemmy and vi shows that it's downloadable from
www.bhs.com
