Well, the paper manuals all say "FILE CODE" belongs with 9 (not -9). I
tried "FILE CODE MNEMONIC" and "FMTFCODE" and they work correctly.
"FCODE" and "INTFCODE" work as -9. So my guess is that it's a CI bug.
