We use 'timesync' from Telamon (freeware available on their ftp site). It
does what you're looking for, but is an MPE app (not a posix one) and much
easier to use. Look for it in the /dist directory on ftp.telamon.com.

Our system startup job automatically runs timesync and sets our 3000s' times
to the time at the US Naval Observatory over the 'net.
