Please ignore the last message. I didn't know what the quoting
rules for the CI were.

I can solve my problem with the humdinger of a command:

c89 -o hello -DWelcome=\"\"hello\"\" hello.c

which mixes the Unix quoting rules with the MPE quoting rules.

Not ideal. But it works!
