I can solve my problem with the humdinger of a command:

c89 -o hello -DWelcome=\"\"hello\"\" hello.c

which mixes the Unix quoting rules with the MPE quoting rules.

Not ideal. But it works!

Now, this wouldn't happen to be a "CIERR" type of error, would it --- our
3000 would never produce such an error ;-)  It's gotta be a Unix box
<hehehe>

Funny - I just saw a CERT advisory this morning and it directs all HP users
to the ESC...  what a way to welcome those referred there by CERT for a BIND
patch <g>
