Another source indicates that these "odd offsets" still exist.
Starting at
        < http://swissinfo.net/cgi/worldtime/ >

and selecting "Pacific Ocean" lists

        New Zealand Territories: GMT-1000/GMT+1245

Checking the time in Chatham, New Zealand at 3:45pm on 4/7
shows the time there as.................... 11:30am on 4/8
