I don't know about other processes which access the TZ variable, but
the Cobol function CURRENT-DATE uses the value of TZ as a look-up into
the table TZTAB.LIB.SYS which contains rather cryptic entries which
include the correct switch-over dates for the time changes for every
year to 2028, for a lot of specific geographical areas. This is documented
in the HP Cobol ref manual under the CURRENT-DATE function.
