Actually a better one is setting the TIMEZONE value. If you are setting it to a
value that is previous to the current value, it will be immediate. If you set
it to a value that is greater than the current value, it will take that amount
of time to change. So if you never had it set, and had to do W8:00, then it
would take 8 hours to adjust. there is no way to specify GRADUAL or NOW to this
parameter.

Alters the system time or system time zone.
SYNTAX
SETCLOCK {DATE= date spec; TIME= time spec [;GRADUAL | ;NOW]}
{CORRECTION= correction spec [;GRADUAL | ;NOW]}
{TIMEZONE= time zone spec}
{;CANCEL}
:SETCLOCK CORRECTION=3600;GRADUAL
The NOW or GRADUAL option requires both DATE and TIME. (CIERR 11705)
However, SETCLOCK CORRECTION=3600 works just fine and uses the
GRADUAL option anyway. Go figure.
