The acct/group MK.MMSTST must have PH capability, as well as the user
running the compile (as a first guess). For a better guess, exit to MPE
and then :run /MMSTST/MK/foodir/hello to see any loader errors.
Anytime a program fails to execute, you get the posix generic error
message above.
