Ok, looks like the problem is:

PTDEDY2A  General fixes for TELNET ARPA Services on 5.5 ("J" Patch)

I've got some checking to do on it, but since applying this (I can't say
for sure about the "just before" because I applied this on the same day I
put on PP3 and PP4) both QCTerm and MS92 can't connect to the 3K via telnet.
The UN*X boxes still can, which is why I didn't notice it, we use NS/VT to
connect MS92 to the 3K and QCTerm didn't arrive on campus until after the
change.

Anywho.  I'll be bugging the response center about it, I expect.  I just
thought I probably ought to let y'all know.
