Date/time stamps for last logon is not stored in the system directory, but
rather, recorded in the system logfiles providing logon/logoff events are
enabled for logging.

Basically what you are describing is a logon-ID 'aging' mechanism whereby
IDs can be disabled and/or reported when they've gone without use for a
period of time.  There are several 3rd party products which offer this
along with other various features.  Probably the leading contenders include
SAF/3000 from Monterey Software and SECURITY/3000 from Vesoft.

There also are a number of contributed software tools in Interex's
Contributed Library which may also help.  One which I know a little about
is PASSCHG, which, along with a number of other things, will age and expire
logon-IDs, all without using a database or files to store its information
(neat trick huh!).  Its one of the many utilities in the Exxon Library
that I contributed to the CSL for a number of years.
