Foreign as in NT or various "weird" Unixes?

This sounds like the RNFR/RNTO problem what was introduced into ftp.arpa.sys
back in PowerPatch3.  What I did here was to restore my pre-PP3 copies of
@.arpa.sys.

I heard indirectly from the HPRC (a customer asked their engineer to call me
since the customer knew from HP3000-L that I had encountered this same
problem) that there may be a beta patch FTPFD06 that addresses this problem.
But I don't have this beta patch here because I'm happy with my current
workaround for now.
