How can you tell the size of the MPE user license,
without logging on terminals until you can't logon anymore?

You can always use the console.  It never counts against the user
                                                        ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
license.  At the console, type in SHOWVAR HPUSERLIMIT.  It will come
back with HPUSERLIMIT = NNN, with NNN equal to the number of users
allowed.  If the number is -1, then you have an unlimited license.
