Quest produces a product "Netbase Client" which may fit the bill.
From the introduction in the manual:

"Quest Software's Netbase Client gives programmers who are building
applications under UNIX- or PC-based systems a high-speed data access
tool that takes into account the uniqueness of the HP3000 proprietary
file structure.  Programmers familiar with the HP3000 will find building
client-server applications greatly simplified.

With Netbase Client, programs written on the HP3000 that access TurboIMAGE
databases or MPE files can be moved, with minor changes, to UNIX or PC
systems and recompiled."

  I was looking into a problem for one of my customers a while ago and happened
to speak with a person at Quest who recommended I look at this product.  I've
not actually used it (other priorities pushed the prior project aside), but it appears
to provide what you are asking for.

WRQ discontinued PPL (a/k/a RSDK) about a year (or more) ago
as well.  There is no direct replacement for either.  Both
pieces of software allowed the use of TurboIMAGE DB Calls
within PC programs, albeit Cooperative Services was more
geared toward DOS and Windows 3.0 (not 3.1), thus showing
its age.  RSDK was a 16-bit middleware product that provided
for the DB Calls, as well as virtually all of the intrinsics
(at the time)... and also provided for your own custom
server, as well as the generic server...

Both will be missed... both products were released ahead of
their time, which is why they met their demise, I guess.
