Actually, I've used :file a264x;dev=nn or :file termfile=a264x;dev=nn
(whatever the appropriate formal file designator is) without the ,new
subparameter nor the ;acc=inout parameter  many many times without ever
triggering a console request.

I do know that the device must be "unallocated" (that is, you must not
trigger allocation by pressing CR - otherwise wait 2 minutes or so for
deallocation). If the device is owned by the system or another session, the
terminal open will simply fail with a terminal allocation failure and
appropriate consequences depending upon program design.

Presumeably the file system requirements described by Stan to avoid
operator intervention are taken care of by the relavent VPLUS system routines.
