This is exactly the same thing that happens to me.

Make a backup copy of the Express3 version, then restore the old version from
your last pre-Express3 system backup:

        :HELLO MANAGER.SYS
        :NEWGROUP FTPEXP3
        :SH.HPBIN.SYS '-c "cp /SYS/ARPA/*FTP* /SYS/FTPEXP3"'
        :RESTORE ;@[log in to unmask];OLDDATE

If you want the FTPEXP3 version to still be runable for further debugging, you
will need to go into :LINKEDIT and ALTPROG FTP.FTPEXP3;XL="FTPXL.FTPEXP3.SYS",
and then you can run it like this:

        :FILE FTPC000.ARPA.SYS=FTPC000.FTPEXP3.SYS
        :FTP.FTPEXP3.SYS
