If you *really* want ANSTART to default to ;PRI=DS (and I have no idea
whether this would be a bad thing or a good thing) then you can use your
favorite binary file compatable editor (I use QUAD) to modify the program
file ANUTIL.PUB.SYS by changing the string "PRI=CS" to "PRI=DS".
