No, it won't.  You have to use AT&C1.  &C0 holds up the carrier detect
signal regardless of the true state of the carrier.  &C1 follows the
carrier and this is what you want.

If you have a &C2 setting, the modem is supposed to drop DCD when carrier
is lost and then bring it back on.  This should allow you to dial out as well.
