I second that suggestion.  When time allows I usually scan
most things that pop up on 3000-L, including the OFF-TOPIC
stuff.  All of the above topics have had some good stuff.  But
when I'm seriously behind the curve (more than I would like),
sometimes non-critical stuff just has to be skipped.

I think Jim has come up with a good list;  enough, but not too
many.  To answer his last "?", if I was picking prefixes for all
things that are not necessarily HP 3000 - specific I'd go with:

OFF-TOPIC:
HUMOR:
9K:
WIN:
