Just one comment about this general problem.  Some ZIP codes cover more
than one city, so you can't blindly translate a (5 digit anyway) ZIP
code into a city name.  For example, at Allegro, we're in an
unincorporated area between Woodside and Redwood City.  We're officially
a Redwood City address, but our zip code (94062) is primarily for
Woodside.  When I give our zip code to a mailorder operator, I generally
get asked "Woodside or Redwood City?" so most systems seem to be aware
of this.
