This is usually a security error. Note the complaint is from 'cat'.
grepping cat in /etc/profile we see:

cat /etc/motd

This must be the culprit. You can manually confirm it by invoking the
command yourself.

I believe that someone published a method for finding and confirming
security problems some time back. Check the archives either through the
listserver or perhaps on Bruce Toback's site to see if you can find it.
