Hmmm, what you want sounds like ncftp. Maybe you can get a port for the HP3000,
as long as you don't mind process handling it from within your programs,
instead of making library calls. On the other hand, it has rudimentary macro
capabilities that would let you just spawn it and let it do its thing without
capturing $STDIN/OUT, or it can be instructed to get a file from the command
line and return an error code.
