Well, I finally got the DTC to work over frame relay.  My troubles had 
nothing to do with the frame and network hardware and everything to do 
with human error.

Error #1:  The DTC LAN Address internally was not the same as the one 
posted on the outside of the unit.  See my previous post about how to 
verify and change the LAN Address.

Error #2:  I had slot 0 configured as 2 printers and 6 terminals using 
a known, good terminal profile (in NMMGR).  I would have bet money that 
I used the same terminal profile for slot 1, but nay, I used some other 
profile that was configured as modem instead of direct connect.  This 
was my fault.  Mea culpa.
