HP offers the HP Symbolic Debugger (a.k.a. XDB) which is quite good for
COBOL. It's a current, supported HP product. I use it primarily for C and
Pascal, but I've used it for COBOL with good results. The UI is similar
in flavor to many Unix debuggers, with several extensions to make it
friendlier to the COBOL way of doing things.
