we installed patch NSTEDR8A 3 days ago, and have some problems on our
928 mpe 5.5 system.
1. "call to init telenet server failed w/error -29"
2. "could not create buffer pool for telnet subsys"
Needless to say, telnet no longer works.  the patch is innocent.  I've
been fooling with the queues, trying to get better response for our users
and am sure I hoisted myself.

The questions are:
1.      Does anyone know what a -29 error from telenet is and where these
        messages can be found.
2.      Where are there instructions (an old fashioned users manual would
        be good) for NETTOOL.  Item #2 is maxed and needs to be expanded
        (Buffer pools), but I can't find how to do it.
3.      On queues, multiple questions:
        a)      Does the scheduler process each queue (A,B,C,D,E) in
                serial fashion, and service each priority in a queue in
                round-robin fashion?
        b)      Would E160 be a significantly lower priority that C200?
        c)      Does Decay really leave servers at the lowest priority
                until restarted(They start high and decay to low)
        d)      Does Oscillate really bump priorities back hi after they
                hit the low limit.
        e)      On clock cycle (min and max) does a value of less than
                10 mills have any meaning?  I seem to remember that the
                RTC on the 3k has a 10mil granularity.
