I would insert :

     x1) RESTORE [selected groups/accounts with large (> 4 MB files)]
;volclass=DISC,

This helps balancing the files where extent spreading really adds IO
throughput;
of course these files cannot be open at the time of the RESTORE.

     x2) VOLUTIL 's > CONTIGVOL ;UNRESTRICTED  can also move extents
"inside" a
         given volumeset from one volume to another, but it "only" moves
existing
         extents, but can do that "online", i.e. with opened files.
         CONTIGVOL is less useful for spreading extents in order to
balance IOs.
