Tell us more. What are you issuing immediately before you get this
error?

Which compiler / language? Are you using COB85XLK to compile and link?
That uses the command file COB85XLK.PUB.SYS. Are you requesting symbolic
debugging information, by providing an eighth parm on the command line?
That links to xdbend.lib.sys, which you may not have. Or, are you using
POSIX libraries?
