Since CGI.pm is coming from a Unix system (and expects to exist in a POSIX
environment), you must use bytestream mode, i.e.:

:ftp.arpa.sys
ftp> open the.site.to.download.from
ftp> bytestream
ftp> get CGI.pm ./CGI.pm
