Thanks to all who responded about my WIN95 to a HP917 connection delay.

Denys hit the nail on the head.  It was a DNS problem.  As soon as I disabled DNS in WIN95, the delay went away.
What I do not understand is why when I put in an IP address instead of a name did it still try to use DNS?  Oh, Well.
