(Which is the first date of the new millenium, 1 Jan 2000 or 1 Jan 2001?)

2001JAN01 is the first day of the next millennium.  Ordinals
always begin with 1, Numerals with 0.  A year is an example of
an Ordinal, a person's age is an example of a Numeral.  So you
can be less than a year old but you can never be living in the
year zero of a sovereign's reign.
