OK.

Sorry Art, but thanks for the reply.  For this problem (more later) we
need to use the markers.

So I went to the local office supply place (rememer this is deep South
Texas) and examined a number of markers.  What they told me about
the base media was squat.  So I ask the nice store lady and the
response was "que?".

So how do I tell water or oil based markers from alcohol?

In response to several personal postings:

Again I can't get into details but I don't see why I can't draw a
hypotetical scene.

person, dept, facility, enterprise "A" has a CD.  person, dept, facility,
enterprise "B" has the same CD.  "A" screws up their CD.  Easy
solution?  Go exchange CD's with "B".  now "A" is up and running
and "B" is what the %%##@@?.
