I wasn't aware that it was negotiable. Since there was no "Year 0", the
first "decade", comprising ten years, was years 1 through 10 inclusive.
Likewise the first "century" was years 1 through 100 inclusive, and so
forth. So, the twentieth century spans years 1901 through 2000 inclusive,
and the first day of the twenty-first century is 1 January 2001.
Of course, if us C programmers had been in charge back then, things would
have been different....
