Have you installed this patch? We had a similar situation with our
application that was driving our customers (and us) nuts.
Hangs,disconnects and all sorts of random problems went away.

External Symptoms, Cause, Fix Description
=========================================
Terminal hangs may occur on MPE/iX release 5.5, using either VT
or DTC terminal connections.  These hangs can occur using various
types of applications.  Often the hangs can be cleared by aborting
the session using ABORTJOB or equivalent command.

The problem occurs when a terminal open count maintained by the
system gets out of sync, such that the count is zeroed for an
active session.  When this occurs, the next file open of the terminal
will send an initial terminal open request to Low-level I/O modules
(vt_ldm or tio_tldm), causing these modules to reset their state
information.  After state information is lost the terminal may
hang.
