The only Win 3.x list I could find is:
 WFW-L            [log in to unmask]
                         Microsoft Windows for Workgroups

There is very little traffic on this list.

You may want to try:
WIN95            [log in to unmask]
                 Win95: UofMN Windows95 Discussion List
or
WIN95-L          [log in to unmask]
                 Windows 95 Give-And-Take List

The WIN95-L list has a lot of traffic and sharp people on it.
