I'm no HP3000 performance expert, but I've heard that it's a good
idea to overlap the queues, especially the DQ and CQ.  In your case
I would make the base for the DQ 198, so it could overlap (and then
pre-empt) the CQ.

Here's what it looks like on my system:

I have done this on my systems in the past and it has helped batch
throughput.  YMMV.
