Hi Alan:

MiniSoft does supply a 16-bit TCPIP stack it private labels from CISCO
Corporation.  This stack should handle DHCP.  However, we recommend that
Frederick County use Novell's TCPIP for several reasons.

 1. Novell's "TCPIP Client32 for DOS & Windows" operates on both 16-bit and
32-bit platforms.  This covers your WIN31 users while giving you the
ability to upgrade effortlessly to WIN95 or NT platforms.

 2. Frederick County Government is a large Novell user so it seems logical
and prudent to recommend the use of Novell's TCPIP client technology.

 3. Client32 will work extremely well on both 3.12 and 4.xx of Novell.  The
Novell TCPIP supports both BOOTP and DHCP.

Finally we did some research into the Cisco routers and found out they
support both BOOTP as well as DHCP.
