We usually see this when the RNSVT.DLL file is missing. Make sure you have the network version installed (R1 w/NSVT or R1 and Connect 3000).
Also, R1 seems not to recognize the NSVT until after a reboot.

Subject: Networking - The Saga Continues. . .
My thanks to all who responded to my pleas for help in configuring
my HP3000 for networking. I now have the HP3000 network services
up and running. I have the HOSTS file on my PC as well as TCP/IP.
The problem with the HP3000 is that with only one LANIC and DTC's
already configured (as DTSLINK), to configure a LAN you must use the
DTSLINK name in order to use the same physical path.
However, when running Reflection and attempting to connect to the
HP3000, I get the following error message:
Required communication software not installed for your VT-MGR
connection. Check you network software installation and configuration.
This is from inside Reflection. Does anyone know what it means?
