Having just done the same thing myself last week I can tell you that you need to add one other thing.  You need Reflection with NS/VT.  The TCP/IP is added in network neighborhood, properties, add protocol.  Reflection with NS/VT will then give you an immediate connection.  Email me direct if you want more details

Subject:        Question: Connecting win95 to HP over a LAN?

     How can I connect reflection on a win 95 computer via the network to a
     HP3000?  I have a novel network that is connect to a HP3000 and have
     gotten my computer to connect via the network using NS 3000.  Just
     recently I read a message from this news group saying that I only need
     to activate TCP/IP in win 95.   How is this done.  Could you please
     send me a e-mail message.
