UDC's are set/unset by adding/deleting entries from CATALOG.PUB.SYS
(via SETCATALOG). Therefore restoring this file from tape set all  your udc's.

One step of an MPE update is renaming CATALOG.PUB.SYS to unset
all UDC's and then at the end of the update renaming it back.
